Thomas (Tom) Stuart Milligan, age 90, of Richmond, Indiana, died peacefully on Wednesday, December 18, 2024. He was preceded by his loving wife of 59 years, Claire Ann Coble, his daughter, Jana Louise, his sister, Louise Storm; brothers, Richard (Dick) and Robert Milligan.

Tom was born October 12, 1934, 30 minutes before his identical twin to Scott and Elizabeth Milligan. He graduated from Richmond High School in 1952, Purdue University in 1956, and Yale Law School in 1959. He practiced law as a partner with Reller, Mendenhall, Kleinknecht & Milligan for nearly five decades.

Tom enjoyed sports, starting as a bat boy for the Richmond Roses, manager of the Mythical Championship Indiana High School Football team to long-term season ticket holder for RHS sports. He was passionate about making Richmond better for everyone and recruited others to do the same. Through his leadership in Kiwanis, he founded a camp for children with developmental disabilities. He was an active Townsend Center Board member, chaired the United Way campaign, and raised money for the Cardinal Greenway. Tom was also a member at Central United Methodist serving many roles from Trustee to Sunday School teacher. As Co-Chairman of the Civic Hall Renovation Campaign Committee, he was particularly pleased with the impact of the Performing Arts Center on the community.

Politics was a lifelong avocation and, at times, a vocation for Tom. Highlights include Chairman of the Indiana Republican State Committee, Chairman of Indiana Delegation to the 1976 National Convention, Consultant to George H. Bush for President Committee, and Richmond City Attorney.

Tom found ways to encourage and support his wife, children, and others in their interests, dreams, and/or education. He was known for his sharp memory and enthusiastic storytelling. Tom loved to have good chats with dear friends and newly made acquaintances.

Survivors include his two daughters, Michelle (Mike) DeVaughn of Portland, Oregon, and Nancy (Jay) Norton of Lubbock, Texas; son, Stuart of Richmond; seven grandchildren; four great-grandsons; in-laws; nieces; nephews; and many friends.

A reception for Tom Milligan will be held on Saturday, February 1st from 1:00-3:00 at Central United Methodist Church (1425 East Main Street, Richmond) followed by a Memorial Service at 3:00.
